I think I complained about this before on here. When a unnecessary roughness penalty is involved it should take precedence over any other opposing team penalty (except unnecessary roughness) on the same play.

What happened to Cutler was criminal.

In general it has been a terrible rule for years. Penalties that are not even close in terms of impact cancel each other out.

The holding was a 10 yard penalty, and the Personal Foul is a 15 Yard penalty. Why not just do some subtraction and give the Bears 5 yards? Is math too complicated for the officials? Dunb rule...

It actually might be too complicated. They have a hard time figuring out how to enforce all the penalties as it is. They need a guy sitting up next to the replay guy called the calculator guy and he can do all the math. And he can have a TI-85.
