So, what exactly does overrated mean?

It's usually something popular that someone doesn't like or think highly of.

'X' is popular and a ton of people like 'X' but I don't so they are overrated.

What has U2 been "rated" as?

U2 is one of the best bands ever and the only reason to disagree is because you're making a stink about Bono being annoying. Musically, they rattled off a terrific run of albums from War to Achtung Baby. Most bands don't make five outstanding albums in eight years.
