It's an upgrade because of how bad the Bears are. He's basically had one above average season in a much better offense.

Admittedly don't know much about the stat system, but this is a good sign that it's an upgrade:

@RickCamp670: According to @PFF last year Martellus Bennett was the 5th best TE at +12.5, Kellen Davis was 58th best TE at -8.8

Absolutely. I think Bennett had an early drop and that was it. Major difference between Cutler and McCown is the offensive distribution.
