This is a pretty good troll by this girl. It's being shard on facebook a lot and seems to be on every conservative website. It's pretty funny when you go in realizing it's a joke.

There is clearly more to that story than what he has admitted. Why is he subject to drug testing to get his disability? My mother in law isn't, and she collects disability.

My theory is this. He was fucked up when it happened, which was confirmed by a blood test, in the hospital. He was court ordered to take drug tests after that, and he continued to fail them. This is the most logical explanation as to why he is subject to drug tests, which of course would conflict with the playing of the victim.
