He was taken 18th in the 2012 draft. So if that same draft were done today, he would he have been a top 3 pick? He developed and 17 teams fucked up? Cuz it seems that's how people talk about him.

I'm not sure what the reason was (fuzzy memory. Old age.) but he slipped in the draft. I'm not sure if it was an injury or attitude or what, but he should have been a top 10 pick and somehow slid. StanBow tore a calf he sprinted to the podium so fast.

A lot of people remarked on how Teravainen fell in that draft due to size and the Hawks were very lucky to get him. Brandon Saad also plummeted the year before that based on concerns about effort, which, uh, fucking lol, Saad's a damn hard worker.

As for a 2012 redraft, I don't know if he'd go top 3 in hindsight. Yakupov, Hertl, and Trouba, most likely.

Some do, most don't. Most guys play major-junior from 16 to 20 and are drafted after 18. NCAA hockey is generally for big stay-at-home defenseman, power forwards, and guys who couldn't hack it in major-junior.

The window for drafting is 18 to 20. You can draft an incoming freshman and keep his rights for four years. That's what the Hawks did with Stephen Johns, who's wrapping up at Notre Dame right now and should join the team next year (or for the playoffs).
