Now it's safe to assume if you just said Brothers shot in Oak Park, everyone would think two related people. But when you say two brothers, well especially in Oak Park, it just seems funny.

I see what you're saying. But if he just wrote "Brothers shot in Oak Park" it implies that it could be more than two. Maybe he's trying to be specific in the headline. Then again, maybe you're right. You could read the article to find it was only two.
Just giving him the benefit of the doubt.
