I don't think of the teams ahead of the Bears are going to take the risk, maybe Tennessee talks themselves into it but I think they're much more interested in a veteran.

The Bears on the verge of spiraling out of control. At this point it's imminent. So why not take (maybe) the biggest boom or bust player of all time? If Winston crashes and burns, so what, the Bears are gonna be bad until 2020 anyways. But, if he hits, they are instant contenders every year.

Go for it.

The contingency you can have is if Winston lights it up in the playoff and puts himself out of the Bears reach you can always do a Cutler + swap 1sts with Tennessee. That way you pick #2. Obviously hold off on pulling the trigger until after the Bucs take Mariota #1.
