I don't think DePaul is really interested in being a big-time basketball school, or at least the AD isn't interested. They'll take the publicly financed new arena, though! :D

This has been thrown out there many many times. The big issue nowadays is your best players are playing AAU ball and travelling all over the country so they have better exposure and also not afraid to leave home anymore. So why would you choose DePaul when Kentucky is calling you (like Ulis), or Kanasa (like Cliff) or Duke (like Okafor, Parker)? DePaul gets the scraps that the big schools don't get.

New York seems to have a similar problem to Chicago but Philadelphia really keeps a lot of its kids in its various schools.
