Has Bernstein explained why the Bears management (according to him) could be anti-Marshall, but support signing McDonald?

Because everybody in the building was scared of Brandon Marshall. George knows that McDonald only hurts women. So he's safe. And he's a quiet get along teammate. Unlike Marshall.

George works for the majority stockholder of the Bears.

The Chicago Bears are the most recognizable and popular sports brand in this city.

He has a brand to protect while he seeks to field a competitive team. He did his due diligence and changed his original position.
