Actually, the reason for it stems from anti-Irish sentiments in the 1840s and 50s creating a strong backlash once the numbers of Irish immigrants become enough that they could start winning elections (Tammany Hall, after all, was run by the Irish.) The Irish dominance in a number of cities is a result of that, and it still carries down to this day in a few places (jobs like cops have very high legacy retentions.)

You see a little bit of that in some cities with African-Americans more recently; D.C. comes to mind immediately.
