He was a guy I was looking at at the beginning of this year. I quickly soured on him. I doubt he makes the team even as a practice squad player

I think so many of these scouts over complicate it.

First - CAN HE THROW A DEEP OUT ROUTE? Y or N?

If the answer is Y, he will play in the league....that is a great starting point for evluating a QB!

Can he get stronger?????? Maybe he has a thin build and a good QB coach and strength program take him from average to above average? Let me use Mr Brady as a great example and why NE got the steal of the century, because they saw all the right stuff needed in a QB and the ability to get stronger. Not sure, you will find that these days with guys spending months getting ready for the draft, or even years, but Bradys arm strength was a negative on him, but had the room to get get much stronger....I think that worked out.
