Cutler isn't a bad QB -he is a disappointing QB.

Only the Bears could wind up after years and years of no one at the QB position with arguably a top 3 most talented QB and he just can't put it together.

Cutler is a good but not great QB whose career will be known for disappointment, turnovers, and his media-created false sense of indifference to winning or losing.

He's got mechanical flaws that will never be corrected but ultimately aren't responsible for why he throws picks. He simply makes bad decisions or straight-up gets outplayed by good defenses. He wasn't worth the money or years Emery paid him, but the arguments people made for starting nobodies over him can almost always be traced back to a particular moment or game where a fan makes up their mind and says ENOUGH (2011 NFC title comes to mind) and begins to look for any reason to see anyone else play QB for their favorite team, while the OTHER side of the fan coin wants to see Cutler succeed because they feel like he is capable of having his moment in the sun in spite of all the statistics, trends, and flaws that indicate this kind of consistency is impossible from Cutler.

Lots of QB's have a cannon for an arm, but that doesnt matfer if you dont have the other skills necessary to be a great QB.
