Meanwhile, political leaders in Oakland are not sounding enthusiastic about doing the financial back flips that the Twin Cities did to keep the Vikings, so I think the Raiders will go somewhere. Levi's Stadium is not going well for the 49'ers, and Davis apparently doesn't want to go there anyway.
San Diego has made some headway recently about the convention center/stadium project they've talked about before, and the Charger/city talks are at least not as acrimonious as they were several months ago. Plus, the league likes having San Diego in play for hosting Super Bowls, so that may work out.
With Vegas, there may be people in the league who at least are grateful that this Davis isn't acting like his dad, and that he could be rewarded for not bitching and threatening court actions, etc. So if he wants Vegas, there might be more important people than in the past who are willing to think they owe him one.
Vegas has enough arenas, but I've read there has been some interest in a larger facility of some kind for major sports and bigger concert draws; the stadium currently being used by UNLV is arguably close in quality to Huskie Stadium in DeKalb, which does not make it really workable for other uses as is.
Vegas has private money, and Vegas taxpayers haven't really been hit yet with paying for many other large projects like this one would be. Davis has about $200-300 million to work with, and it's been suggested that Vegas could pay for all or most of it through tourist taxes (rental cars, hotel rooms, etc.) Plus you have Vegas billionaire Sheldon Adelson expressing clear interest:

There is value to other owners when you dont bitch and scream about stuff like this. The Baseball group that wanted Vegas, you barely heard a peep from as they knew, Washington was ahead of them in the pecking order, unless they couldnt pull together a stadium deal.
Davis has taken upon this venture in a businesslike mode, not something his Dad would have done.
There is no doubt, huge concerns from the league on the Vegas gambling angle of things, but it just shouldnt be an issue anymore. The players on ANY team can get into more trouble in vegas on the off week or the offseason, when many of them head to Vegas anyways. I just dont think the team and players living in the town will be an issue, its a different world these days and making a bet isnt the taboo thing it once was and only limited to Nevada.
I think it has legs, but needs a big push from Kraft, Jones, Mara, Rooney type to get going.
