Why is it perceived that the White Sox will not spend?

They have shown that they'll spend money. It hasn't been spent well, but they spend.

well, they already have the second baseman and left fielder.

The problem is that the CF and C are difficult positions to fill in FA with good players

Fowler will probably have dampened expectations after his odyssey in FA last year. Still, as good as he has been for the Cubs, he has really only given them to half seasons of production. Can't deny the OBP and it would move Eaton to #2, where he has said he would like to bat. The defense isn't great. Going into his age 31 year, anything over 3 years would give me pause.

Not MANY, thats for sure. Chris Young was probably the best. I'm just saying that even if they had guys who showed some potential to develop, the Sox (Kenny) traded them away pretty quickly.
