Do they have cap room to make any moves? I had thought Paxson said they were going to be against the cap assuming Wade comes back and Mirotic resigns?

Paxson, in that interview, stressed that the young players need to get better for the team to improve.

Given that Gar (and Paxson) often talk about their cap situation as a positive (compared to other team), is there flexibility that he didn't want to talk?

I don't think there's much young talent on this team to be excited about. Portis, Valentin and Payne are all going to get opportunities to become part of next year's rotation, but to expect anything beyond bench players (if that) is a stretch. Payne, in particular, does not look like a NBA talent. Portis showed enough to have limited optimism, and it's too soon to give up on Valentin.

I don't understand why you'd want Mirotic back especially if he is going to be paid 10-12 million (assuming he's somewhere in that area based on the NBA financial windfall).

G.Heyward would be a fantastic signing, but it wouldn't make them anything more than 3-5 seed in the East assuming Butler is healthy. Still way too many holes, not enough athleticism or shooting.
