Yeah, I don't have any issue with a bicyclist rolling through if they make it clear they see me (by turning their head or acknowledging in some way)....vs. just blowing through with their head down.

Cut the Krakas ham paper thin and put it in 1/4 package.. 3 pounds please. I fucking hated working the deli back when I was a youngun.

But my point really is that out in California at least, the state is now talking about mandatory rationing of water state wide no matter an individual area has plenty of water or not and will have massive fines for violators. They are going to have to figure out with the individual water companies how to meter the water and report it to the state but it will be the state who lays the penalties on people.

Our city passed its own water rationing policy to conform to the state's mandate before they started talking this new shit . IT involved limiting outside watering by three days a week. And they hired water "monitors" to cruise the neighborhoods and report violators and level fines. Of course this same city before this passed a regulation that they could fine a resident if he didn't properly take care of his or her lawn.

No. The power company. However, the government can dictate what the utilities can set the rates at. They also can control the taxes on utilities which get passed on to the consumer.
