Summer League basketball is all about 1st round (1st and 2nd year) draft picks. You want to see how they perform against decent competition. They also tend to be the team's featured players so you can get a better gauge on them. You aren't watching for team performance because the goal is to see what guys you really will be counting on are going to do. As Sam Smith correctly pointed out Summer League basketball is better than the college game in terms of the competition. You are simply playing against higher caliber players.
