How so? To be clear I'm not conceding anything Seacrest said at all but merely focusing on McCulloch's own actions, which were not in any way justifiable outside of cynical political expediency, rather than relitigating the entire case.

He is in a difficult position to be sure. He has to work with the local police. Honestly in these cases it should almost always be under federal review.

I remember sitting in Cook County courts years ago many times watching case waiting for a ticket or some crap of mine to be called. Many many times I saw judges assigning jail for people that could not pay their fines. It seemed liek on 2nd or 3rd appearances and it was usually something like 3 days for a $250 fine or something.

Is this not usual for some reason anymore? Do poor people just not pay fines?

I think that they had a similar but more severe system. People have been sitting in county jails around the country for months or years because they couldn't afford a bond that was hundreds or just a couple thousand dollars.

The fines were among the highest of surrounding municipalities. For example, area parking fines ranged from $5 to $100, but Ferguson's parking fine was $102.

A fine for "weeds/tall grass" was $5 in one nearby city, but Ferguson's fine ranged from $77 to $102, the Justice Department found.
