Seems wrong that the offended team gets fewer yards just because of position on the field.

I would agree nothing goes further than the 2-yard line. But a 15-yard penalty should be a 15-yard penalty regardless of where on the field you are as long as you aren't ending up in the end zone.

I've often wondered this too. And I am actually uncertain about it works because I feel like I have seen many holding penalties at the 12 or so be spotted at the 6. Which makes sense since it would make no sense for a penalty at the 9 yard line be better for a team than than a penalty at the 11 yard line, but nobody has ever really explained it.

I support yardage caps on defensive interference because I feel like a lot of the time the QB just throws it and will take either the catch or the PI call. If that PI is only 15 yards instead of 45, then maybe he doesn't heave it.

What makes sense to me is that if the offense is on the 8 yard and they get penalized then those yards should be added to how far they have to go for a first down, not subtracted from the line of scrimmage which is often a meager sum.
