I think the NBA and NFL never agreed to that in their CBA. I've never heard of it in these leagues.

That pretty much sums it up. They might as well just start the next rebuild now.

What process? That doesn’t exist now with new lottery rules. Even if you finish with the worst record, you still have a 86% chance of not getting the 1st pick. There’s now a 35% chance a team in the 6-14 range drafts #1 as opposed to 18% before. Take the Pelicans and Grizzlies — they each would have had a 10% chance at breaking into the top 3 with the old rules. Now they have a 26% shot at landing in the top 4 (NBA draws the first 4 slots). It’s just a lot more chaotic.
