My problem is the NFL had just as much to do with this. The Rams fucked themselves when they moved to Anaheim. They were the LA team and they took off. Moving to Anaheim is the equivalent of a Chicago team moving to Milwaukee. Additionally...the Rams SUCKED for years. They were dead in the water in LA and Anaheim proved to be indifferent at the time.

Every team in the NFL was riding the new stadium wave when the Rams and Raiders left. California and LA especially were still a financial shit show....there was no possible way they'd get any public money for a stadium. The NFL just assumed a few years of no team in LA and they'd get a stadium to lure a team....they assumed wrong. Now they have a team and an extra one on top of that the has no place being there.

What you describe sounds a lot like Milwaukee building the Bradley Center....or the arena in Quebec city. I cannot for the life of me understand how a city could build a stadium with no guarantee of a tenant....wow.

The Bradley Center is a little different in that it was always intended to house the Bucks, but it was built with a hockey-first footprint for an NHL team that Bill Wirtz would ultimately prevent from coming into being. It never doomed the Bucks, it just gave them some clunky sightlines here and there.

As for Quebec City, the Colisee was like 65 years old when they finally shut it down, and they were losing out on event dates because the place was too old and jury-rigged (it was a glorified community rink with additions on top of additions) to do much of anything. The Colisee didn't even have air conditioning. It had to be replaced one way or another, but had the NHL told the city and province the truth, which is "no, fuck you, we'll never do business with you as long as we live," then Quebec could have gone forth and built a modest 12,000-seater that would never be good enough for the NHL but would be good enough for the Q, the concerts/conventions they were losing to Montreal, and basically everything else. Instead, the NHL led them on, got taxpayers to spring for a gorgeous state-of-the-art 18,000-seat arena that would be the class of the league if it were in it, and then rejected their expansion bid because a team there would mildly inconvenience the Columbus Blue Jackets. One of so many reasons to say fuck this league.
