Since becoming a full time starter, Kirk Cousins has been a Top 10 QB by every metric imaginable.
I dont think a 91 rating today is what it was even 5 or 6 years ago.
And I hate to go all jorr on ya but ain't close to top ten in a wins metric.
And
A 91 QB rating is very below average today. Marcus Mariota posted a 92.3 last year and was god awful. Eli Manning posted a 92.4 and was probably worse. Silly IMU
That was 4 seasons ago, and it was one game. Look at his Rating the last few years.

Cousins does appear somewhat serious about his concern for Bradbury’s perspiration. “He promises that it’s not a problem in games, and it remains to be seen because his shorts today were soaked,” the Vikings "star" said on Wednesday.
