I think I heard Parkins suggesting that would be a good idea. I don't think it was anything more than a creative idea by him for the Bulls to sign free agents.
I think the Bulls will be able to lure free agents if they improve the roster. They aren't LA or Brooklyn, but if they can become a 50 win team over the next 2 years (very questionable obviously and depends on Levine and Lauri both becoming top 25 players, and the top 5 or 6 all improving and staying healthy)
