Bad calls happen, at this point there is no reason to think that the Bears couldn't have pinned the Raiders back if they would have punted instead of benefiting from a poor call.

Wound up costing seventy yards of field position, basically. The refs didn't know that when they threw the flag. Its not an excuse but it just makes the game seem secondary to the will of the officials.
