They did. The option is only guaranteed if he's injured. They'll cut him and save $15M this offseason. They money can be earmarked for better players.

Edit: The 5th year option is just insurance. It gives you another look in the event a player becomes a stud in the 4th year. That's why it didn't make sense for the Bears not to pick up Fuller's option. It ended up costing them a lot more.

Team talks about Floyd the same way they talk about Mitch, it's always, "Floyd/Mitch had a great off season and will take the next step this year", then they out on the field and do not produce. They likely will find as they have at TE that an average competent NFL player will out produce their precious high first round picks for much less money.

Floyd is tradeable.

Fuller often plays at a Pro Bowl level. He is also a pretty good tackler for a corner. You would be nuts to cut him. He'd be signed immediately and most likely for a raise. They aren't overpaying Fuller.

If it is down to the corner making the tackle, something broke down much earlier, defensively, on the play.

Take a look at the play. It wasn't some open field tackle. This was up on the line where if he just stands him up, he would have had plenty of help a second later. He bitched out on the play
