Signing with Washington. Bad bad move. That front office/ownership group is toxic...you never work for people like that, especially if you've got options, like Rivera. They are the New York Knicks of football, just astoundingly dysfunctional. He will never experience success there despite his best efforts. No idea why he'd sign up with them.
