I don't think it will be the Indians. And the Rays are locked into their stadium deal for a few more years.

I think it will be an expansion club with an aggressive draft like Las Vegas had in the NHL. It is hard for owners to pass up expansion fees split 30 ways, that might be $25M a club. Put them in the NL with Cincinnati and Atlanta as natural rivals, and put the other expansion team in Montreal in the AL with Toronto, Boston, and New York.

The baseball guys are in the lineup to prove to MLB that they won't be a clown show on the field.

The big money will be the person who is behind JT.

next MLB CBA runs from 2021 to 2026? Rays lease ends 2027. Even if they don't get out of their lease and end up in Vegas or Nashville or Charlotte/PDX/Montreal this go-around, Rays leaving Tampa after 2027 if they don't get a new stadium.

Nasvhille's gonna need a carpetbagger with cash to bring in a franchise. They just dropped a quarter billion on a new MLS stadium; also backed by local money, which is all health care industry. Unlikely anyone local to Nashville steps up and funds a franchise to compete with the MLS group.
