Yeah my takeaway was that he was trying to illustrate that if you watched nothing but Fox News, you'd think that the Bronx was burning all over again, when in "reality" (which is to say, this guy's local reality) there are people going on about their daily late-summer lives. I guess an unintended element of this comedy is that it is almost indistinguishable from a July-type pearl-clutching about people being out-and-about during a pandemic.
