It sounds like the Bears have negotiated with him but they are off in the numbers. I would think he expects to be paid like a top WR in the league though and at least for now I don't think the Bears want him for that.

The Bears are also in line to franchise tag him and get a really good draft pick in return or multiple good ones by trade. I'd try and keep him but if he wants Julio Jones money then the picks may be the best option.

It's normally a decent deal for the franchise tagged player, though they obviously have to perform well again the next year. It says the franchise tag for next year for WR's will probably be around $18 million. Only 2 WR's make more than that this year and the salary cap is likely to suppress salaries a little because of COVID.
