I've seen (and umped) little league games where there is one hittable pitch out of every five or six. Not necessarily a strike, just something a kid can physically get the bat on.

When I was first following baseball in the 70s, most hitters were told to never swing on 3-0, because they weren't good enough hitters and likely would only get a single anyway, so just make the pitcher throw strikes and take the walk. Only All-Star level hitters were "given the green light" on 3-0.

But analytics and ballpark design have changed all of that. Now all you are going to do on 3-1 is hit a slider into the shift, so you may as well sit on a 3-0 fastball and try to hit it out.

TLR, Russo, and other old men are stuck in that philosophy. And then add in the Cartmanesque "Respect my authoritaaay!" aspect.
