The city did make kind of a sloppy effort to keep the team. The problem, as I recall, was that the government committee budgeted for the NFL giving the Rams/city one of those new stadium loans, but the league was like "we didn't say anything about giving you a loan." Also, it was an open-air stadium, which I guess was unacceptable in ol' tropical St. Louis.

I think the real reason there wasn't much public fervor over the Rams leaving St. Louis was that they were an ill-gotten team in the first place. Moving them back to Los Angeles was righting a wrong. Taking a team out of San Diego wasn't.

As part of this I could envision the Euclid and Rt 14 ramps being widened to 2 lanes and the Rt 53 chokepoints being fixed.
