If I were on illegal drugs and my being on illegal drugs may have lead to the deaths of several people, my first move would be to claim that I was unknowingly injected with illegal drugs.

So I heard a radio report that prisons in Wisconsin are having prisoners’ mail photocopied before being delivered. Apparently, people were smuggling drugs in the paper and many inmates have died using the drugs.

if you were on illegal drugs, how would you have come up with such a plan? Normally, people who are out of it don't have the mental capacity to come up with such a plan on short notice and then execute it.
