How about this for a tie-breaker:

Miami's only questionable losses are to the Chargers and Jets, both of whom are in the playoff race, even if just barely. All other losses were to teams at or above their level (e.g. Bengals, Vikings, 9ers, etc.)

The Chargers on the other hand have lost to the Jags and Raiders. That is embarrassing for a team with playoff aspirations. They also lost to the Seahawks, a team they should be better than (Herbert vs Geno). Thus, edge to the Dolphins.

It was probably a mistake to let Tonga go, but the Tampa 2 requires weak, undersized defensive lineman that get blown back 5-7 yards off the line of scrimmage

The Jaguars are not nearly as bad as most that they were. Yes the AFC South sucks, but I don't think anyone would have predicted them to be .500
