Clippers make sense for Westbrook. I think he's an LA/Socal guy, went to UCLA at least. Clippers need someone to create offense besides George and Kawhi, especially since Kawhi isn't as eager to go to the hoop as he once was and Reggie Jackson from the playoffs is nowhere to be found this regular season. And Paul George apparently liked playing with Westbrook for that brief time in OKC.
