There is NO blood rule.
Rule 60.3 High Sticking
"When a player or goalie carries or holds any part of his stick above the shoulders of the opponent so INJURY results, the ref shall assess a double-minor penalty for all contact that causes INJURY, whether accidental or careless, in the opinion of the ref."
A very common misconception. In the early 90's, on the open book portion of the ref's exam, a question referenced the high sticking penalty for drawing blood. 85% of all the refs in the US missed it because we all also thought it was for drawing blood.
