When did the NCAA finally decide to actually start caring about cheating? I'm not complaining but it seems like in the past year or so that they've taken the hands off the ears and are actually paying attention.

It probably has to do with Calipari and USC. The cheating was so rampant and daring that they had to attempt to change the culture of it.
