The answer is obvious: Ballard was more assertive about demanding organizational restructuring than the Bears could have anticipated. This fact does not contradict BigFan's analysis. He merely stated that Ballard was aware of the team's organizational flaws--he didn't say that Ballard was going to aggressively discuss them and insist upon global changes in his job interview.

Then the braintrust interviews the former 12 year employee and something changes. What is it? According to Huey and Duey, they want a clean break from the past and are aware of public perception of hiring an ex-employee.
