The damage it has done to baseball is immense. Experienced veteran players that provide watchable mistake-free baseball have almost no chance of finding work after their arbitration years are finished, instead they are replaced by an always willing torrent of pre-arb minor leaguers who aren't very good and make tons of silly mistakes but are cheap. And that's really all that matters because about half of major league baseball actively wants to suck.
This cannot happen in the NFL. It will destroy it. Teams that are tanking need be punished ruthlessly
But on the other hand there are other very terrible NFL teams that aren't trying to lose, like the Redskins, Jets and Broncos, who dont deserve to be punished for Miami and Cincinatti's sins.
So I would just single out Miami, letting the Bengals escape punishment for their travesty since it's a lot more difficult to prove with them, and confiscate all their draft picks. Every last one. They can keep the first-rounders they acquired in trades but whatever bounty this zero or one win season gives them is stripped. There has to be some powers available to the head office to protect the integrity of the game in times of great crisis. And yes, it would basically destroy the Dolphins but so what. They deserve it.
