wasn't the rule of thumb that a gm needed 60 games to figure out what his team was?

July 19 is just in time before a season would have been irrelevant.

How is this going to affect service time?

It seems there would be zero incentive to bring up a star unless you had a brilliant GM like Rick Hahn who bought out service time
